Somebody told me that J.K.Rowling has once declared in an interview that Dumbledore is dead, though something looks really suspect to me. First of all, we know he once said: "You'll find that will only have left this school when none here are loyal to me." (CoS) OK, Dumbledore never talks non-senses, and we know that there are still many person at Hogwarts who are faithful to him. Secondly, up to know the potions we heard about during Snape's classes regularly show up as a storyline clue. There are two in particular, that might be crucial in our debate over Dumby's death: "The Draught of Living Death" and "The Draught of Peace"(I hope I wrote this last correct!), which are both extremely powerful sleeping potions. We've been told that the drinker falls in a deep, nearly death-like sleep (like in Romeo and Juliet). What happens on "the lightning struck tower" looks too easy for me, and I cannot help thinking it was all an acting. As we know that JKR has been working on the whole story at once, she definitely knew if Dumby was going to die or not, so why put all those suspicious hint at faking death? He even suggests it to Draco in the first American version. I'm pretty sure she had wanted to keep that door ajar, so that she could eventually make him come back!

I also think we havent heard the last of Dumbledore...but if he himself will come back? Maybe he didnt mean it literally when he said the above mentioned ("you'll..me") in CoS.
There is of course the scene in which Dumbledore insists on Harry calling Snape for a reason we don't know. Was this to bring a potion..perhaps the Draught of the Living Death. Did things go wrong from there? Was Snape supposed to fake-kill Dumbledore? And when this didn't work he realised he really had to kill Dumbledore. This also implies the Unbreakable Vow he made: could it be that originally Snape wanted to sacrifice himself for Dumbledore? Not really killing Dumbledore of course meant that he had to die. Now Snape lives, but at the price of Dumbledore's life. Well, this is only a theory I just made up. Maybe everything went as it was meant and Harry doesnt realize it.
Anyway, I think that you are right about the 'acting' part...not all of it was a surprise to everybody there. But I do think that Dumbledore is dead. What he means is that his beliefs and ideals live on as long as he is remembered, and while this is so, darkness has not conquered the good side yet!
